Is it possible for McCoy to retire Izo before Steele does? I've tried shooting at Izo, but I've never actually hit him. I know you can block Steele's shot, but I'm playing as a true Blade Runner, and want to retire him if I can.

There is no way how to kill him, I am afraid. You even do not have a chance to VK him.
