This question arises mainly from Jeter's novels and not from the movie.

Is there something special about the LAPD Rep-Detect Division? I get the impression from these novels that the LAPD can (and does) trespass onto other jurisdictions. For example, in Edge of Human, when the "St. Paul incident" is discussed, a fellow LAPD blade runner goes to St. Paul, Minnesota to take out a rogue cop. Why would the St. Paul authorities not take care of this incident themselves, either by having the cop executed or arrested and then let Los Angeles authorities follow standard extradition procedures?

In Replicant Night, a couple of interlopers at the Martian colony are at first suspected of being from LAPD.

What is the deal with this? Does the LAPD have authority to run wild all over the place?

No. The LAPD has no authority. Its what people call in the book industry 'CRAP WRITING'.
Inconsistency, and awful storylines.
Thank You SOOOOOOOOOOOOOOO much K.W.
No really, take a concept and just flush it down the toilet.
